RSI Awarded Contract for the Delaware Division of Revenue, Integrated Revenue Administration System

July 2, 2019. Pembroke, MA – RSI is pleased to announce a contract with the State of Delaware Department of Finance, Division of Revenue (DOR) to implement a new Integrated Revenue Administration System (IRAS). RSI was selected to meet the DOR’s desire to partner with a vendor that could provide a high-quality, proven solution, as well as implementation and ongoing support services.

The DOR stated the following primary purpose of the procurement:

The Delaware Division of Revenue (DOR) is launching a project to replace all tax processing systems with a single solution that meets the State’s need for an Integrated Revenue Administration System that provides centralized revenue management, processes, and a robust web interface for its taxpayers, stakeholders, and DOR staff. All associated tax-related functions will be converted to IRAS according to a timetable that will maximize impact and reduce taxpayer risks.

Jennifer R. Hudson, Esquire, Delaware Director of Revenue said, “We are very excited to have signed a contract and to begin our partnership with RSI to implement their Revenue Premier® software. This is a significant milestone in our journey to modernize our systems to better serve taxpayers.” Ms. Hudson expects that RSI’s Revenue Premier solution – chosen in a competitive bidding process – will enable the Division of Revenue to operate more effectively and efficiently, generate additional revenue for the State, and create an exciting new online portal for taxpayers, practitioners and other stakeholders.

The IRAS project begins with a three-month project initiation to be followed by three distinct Releases. Succeeding each Release is an onsite warranty period with a phased transition to the DOR for ongoing support. RSI will remain responsible for the hosted infrastructure for the duration of the initial 10-year contract term. Key features of the project implementation include:

  • Installation of Revenue Premier for processing of all Delaware tax types, highlighted below:
    • Release 1: Business Licenses and Gross Receipts, Trust Taxes
    • Release 2: Personal Income Tax
    • Release 3: Corporation Tax, Pass-Through
  • Implementation of the Revenue Premier Taxpayer Portal with each Release
  • Revenue Premier’s comprehensive Compliance and Audit solution
  • RSI’s Modernized eFile (MeF) Solution
  • Installation of Revenue Premier in the Microsoft Azure Government Cloud infrastructure

This award builds on RSI’s 2015 contract with Delaware, for delinquent collections, and a recent win with the neighboring State of Maryland. The DOR’s decision to select RSI and Revenue Premier is a testament to the quality and openness of the solution, approach to partnering and RSI’s professional and knowledgeable staff.
