RSI Awarded Contract for Massachusetts Child Support Enforcement Decision Analytics Project
April 26, 2012. Pembroke, MA – Revenue Solutions, Inc. (RSI), a company that specializes in providing revenue and compliance management products and services specifically to Federal, State and Municipal government revenue, labor and child support agencies, is pleased to announce it has signed a contract with the Child Support Enforcement (CSE) Division of the Massachusetts Department of Revenue (MA DOR) to develop and implement a Decision Analytics solution to increase child support collections.
MA DOR’s CSE Division is seeking to improve the prioritization and effectiveness of enforcement case work. The Decision Analytics project will leverage data within DOR/CSE’s existing Strategic Analysis and Reporting System (STARS) to implement a predictive Collections model and a risk-based scoring process to forecast payment behavior for delinquent non-custodial parents. An analysis of historical case worker actions and case performance data will then be performed to identify the most successful enforcement actions for cases within each risk group.
The project will include the development and implementation of four components:
- A Collections Model to forecast payment behavior of non-custodial parents;
- A Collections Scoring Routine that uses the output of the Collections model to assign a “collections” risk score to each case as soon as a defined delinquency occurs;
- An Enforcement Action Analysis to assess the historical effectiveness of manual and systemic enforcement actions; and,
- Case Prioritization and Treatment Work List Reports to provide treatment recommendations and ensure that cases are worked in the order of their potential for maximizing collections.
The models and risk scoring will be implemented using RSI’s Decision Analytics Framework. The Case Prioritization and Treatment Work List Reports will be developed and implemented using CSE’s STARS data warehouse.
